This topic is about how these effects do not stay disabled after a user re-logs. This is a problem with the way Plasma is storing and apparently rewriting variable in the config files. Your issue appears to be that your settings do not take effect. Therefore it is likely not related to this issue where the changes do take effect, but don’t stay as set after a relog.
