I am trying to configure my KDE Plasma 5 panel to act like this:
open tabs in firefox and open documents in LibreOffice are displayed one above the other in a list, at least as soon as there are more than 5 (no long row of mini windows extending out of the screen) and
if you hover over an entry in the list, the corresponding window is displayed in the background.
The program icons stay where they are, regardless of whether the program is open or not
The program icons always remain the same size, regardless of whether the program is open or not

Tried KDE Setup Assistant and Latte Dock, watched many youtube videos, but haven’t found mine yet.

this sounds like the default behavior of the icons only task manager… have you tried experimenting with that?
you right click on the panel and pick “show alternatives” from the pop menu to swap out the regular task manager for the icons only one.
be aware tho that the previews will only show you open windows, not open tabs so you will need to open each firefox tab in a separate window to get the effect you describe.
As I said I accidentally did a doubleposting, - will not happen again being honest about it I hope it is ok - Yesterday we found out at reddit ( r/kde - I am not allowed to include the link…): It’s not a setting in the icon only task manager and not a bug.
I would like to see the behavior as it has been in MS Windows for a long time and is also implemented in Cinnamon: you go over the vertical list and the corresponding window appears in the background. If you then click, you are on the window. Right now with the Icon only task manager, this is only the case with those miniature pictures the horizontal list. But since my panel is at the bottom and I always have a lot of windows open, it’s too confusing for me with the long row of horizontal images.
Since the function already exists in the Icon only task manager for the horizontal list: Is it very difficult to implement it for vertical as well (with a check mark that you can set if you want to have this function) or is there some latte dock setting/ theme or a custom “behave-like-Windows-Panel” or some “Cinnamon-on-KDE-Panel” out there?
Since so many people are used to it from MS Windows there should be something out there?
you can turn off the window previews if they are not useful
instead there is a setting under behavior when you configure the icons only task manager to use the mouse wheel to cycle thru tasks.
this will bring up each window instance of that app in turn as you scroll… it’s not exactly the same as picking from a textural list but in some ways its better because you can quickly get a visual on the window you seek, and it is very fast to switch, so it actually saves you a step.
again tho, this will not work with tabs because the tabs are all within a single window… to be able to choose between tabs in a browser would be a browser function, not a kde function.
you can open each tab in it’s own window tho, and get the effect you are looking for.
i just checked mint cinnamon on distrosea.com and they have the exact same behavior when it comes to cycling windows with the mouse wheel… it still does not allow cycling of the tabs within a window tho.

since I work most of the time with a laptop and touchpad I then don’t have a mousewheel to use. @dzon Yes, I don’t bother about seeing single tabs. It ist just the windows preview in a vertical list I am missing. Like in Cinnamon:
There is a vertical list in the “Icon only task manager” but it is only static, you have to click on each entry in the list to see which window is behind it while in windows 10 or cinnamon you have that hover-over-preview-functionality where the windows shows in the back so you can easily get an overview. I really like KDE most of all Linux-desktops I tested but this one thing is difficult to get used to for me.
