How come when a local `.flatpak` bundle is installed via Discover, it can be reinstalled even if the file is deleted?

If I install https://github.com/cyanfish/naps2/releases/download/v7.4.0/naps2-7.4.0-linux-x64.flatpak (for instance, with plasma-discover --local-filename):

  1. %Y%M%DT%H%m%S%t-21

  2. %Y%M%DT%H%m%S%t-17

  3. %Y%M%DT%H%m%S%t-22
