I can’t see a way to send a text from KDE connect on Windows. Thanks.
I got it working running kdeconnect-nightly which I installed via scoop.sh (scoop install kdeconnect-nightly).
It’s a bit tricky to find:

When you open the KDE Connect mobile app, it’ll have a bunch of permissions it’s asking for. I provided all of them. Then I restarted the app and it seemed that a couple more had either not been properly enabled or were now accessible, including SMS messaging.
