you can’t edit them, that’s the point.
you can only add to them or provide additional information (corrections) by additional comments.
for feature requests the importance or severity should be “wish list”

the section would be determined by the software package you are concerned with…. you didn’t give enough info in your post to indicate what specific KDE product you were referring to.
the reason you can’t edit it is because once ppl start looking at the report and acting on it, they can’t have you going back in and changing what you wrote… which is why you need to follow the template provided even when it’s a which list item.
describe your use case, describe what happens when you try to do what you want, then describe what you expect it to do … try to be as detailed as possible.
I assumed that the rules are the same for the entire platform. Isn’t that so?

This isn’t so much a “rule” as it is a technical limitation of the Bugzilla software we use on bugs.kde.org. By using it for our bug tracker, we’ve inherited that limitation.
Other systems on kde.org (such as this one) don’t share that limitation.

To summarise, the version of BZ that shall, eventually, be able to provide this hasn’t yet been released or stable use. [1]
