How do I get the windows xp/7-like balloon tooltip notification in my system tray in KDE Desktop on Ubuntu 22.04?
I’m not sure you do; this was a UI specific to ancient versions of Windows.
By default, Plasma does display notifications near to the System Tray, but it doesn’t give them a little arrow pointing to it as in that old Windows feature.
