I saw that KDevelop still uses Qt5 libraries. And it hasn’t been updated for a long time (exclude KDE Gears versions).
Is the project abandoned?
If yes, what alternative can be suggested for developing applications for KDE/Plasma (with Qt and Kirigami).

I can’t speak to KDevelop, but what I can say is that both Kate and Qt Creator are capable alternatives. Somewhat different focus between both apps, with Kate being more centered around files (with project-based functionality added on top) and Qt Creator being very project-centric.
