Is there a way to send commands to Elise from cli? mainly pause / play; For scripting things e.g. pause music when termdown expires, etc. Thanks

Yes, you can control Elisa it through MPRIS using programs like playerctl or you can make your own script with qdbus or python dbus.

Yep, that’s a good answer. In fact it’s a great one since using the MPRIS interface will work in any MPRIS-compatible player, not just Elisa.
