Is there a way to make an icon extend past the boundary of a panel?

I’m wanting to make the orb for the application launcher a bit bigger than the panel its on like the Vista start orb. Is there any way to pull this off or is there a plasmoid that does the job?

You could just dump it on the desktop and give it a crazy icon:

I don’t think it’s possible. Never seen it or heard of it on Linux.
