Currently, Kdenlive only allows adding or deleting video tracks. Can a track reordering/moving function be added?

This would be nice. I can’t remember how many times I have instinctively tried to click and drag a track to reorder them, just to remember this feature is not available.

It’s indeed a function that several users have asked for. Not sure how complex it would be but it’s currently not on the roadmap. Please open a wish list item in the official bug tracker (instructions are here).
