I recently had an issue with modifying KRunner settings to modify my ‘quick search’ results only to realise that it’s exactly the same tool used in the main menu.
Specifically, assuming I tend to use the main menu for launching stuff, if I set ‘File Search’ as the TOP favourite in KRunner, it still puts it somewhere down the results - prioritising applications (when Applications are NOT the top favourite in my settings).
This has to be regarded as a bug, because if I moved another category to the top, it should be the FIRST result in Krunner. However, the menu should have separate settings to allow me to tune that to behave differently.

this sorting feature was one of the first things i tried to check out after upgrading from plasma 5 to plasma 6.
it does not work, and doesn’t seem to affect the krunner search results at all, acts just like the plasma 5 version without the sort feature. (i use krunner by just typing on the desktop)
my guess is there’s still a missing qt6 function somewhere.
these two things do not agree!
Maybe the bug is that it correctly sorts the favorited runners to the top, but doesn’t respect the order you’ve arranged them in.

yes, that’s exactly what it does
favorites do float to the top of the results over non favorites but sorting among favorites has no effect.
