Kwin utilization clamping, keep it on low power cores

Hi,

a few months ago I read about utilization clamping in the Linux kernel, and how asahi-linux applied it to keep wireplumber/pipewire running on ecores, thus keeping power draw down.

My idea/question is a feedback mechanism (of missed deadlines) exists in kwin to tell the kernel the required UCLAMP_MIN, possibly helping keep kwin on low power cores, promoting energy efficiency.
