Attempts to select German (CH) as spell check langauge fail.
How do I select German?

I’m not sure which dialog box you are looking at, but poking around myself I think I see what you mean:
The menu in kwriter and kate under Settings > Configure Language... dialog box does not scroll as expected when clicked with the mouse. (Also in konsole, dolphin and any other KDE software I’ve tried with a Configure Language... dialog. It looks like a bug to me and sure enough it’s been reported here although not yet confirmed.
It seems that opening the menu, closing it (either by clicking outside of the menu or by pressing Esc, then opening the menu again lets you scroll the menu with your scroll wheel or the ↑ and ↓ keys. Try that.
