I updated my old Dell laptop to KDE Neon 24.04 yesterday and everything is fine so far, except for one thing. There’s no longer an option for KDE to hibernate. The swap file exists and is 10% larger than the total memory in the machine, and the command:
sudo systemctl hibernate
works fine; the system hibernates and restores properly. But the power options dialog of KDE looks like this:

Like you, my grub setup looked correct so I only needed to populate /etc/polkit-1/localauthority/50-local.d/com.ubuntu.enable-hibernate.pkla. I verified that it was correctly written as per the post you referenced and made it executable.
Tried logging out and logging back in, then installing all current updates and restarting the laptop several times. No luck so far, but I’ll keep experimenting.

EDIT: spoke too soon! Looks like I needed to install a package polkitd-pkla first. After doing that and re-starting the computer, I see Hibernate in the Power options menu and in the Power Management page of the System Settings GUI.
