Ive recently switched from Windows 10 to Kubuntu mainly because Windows does not support Mongolian and my English is poor. However despite having the language and locale set to Mongolian, the OS is still in English. What is the translation progess and can I help?

These seem to be coming from LibreOffice itself.
On the other hand, it will be great to have KDE software translated into Mongolian, this sounds fantastic! Please introduce yourself to the l10n mailing list as indicated on the wiki, we will be glad to assist in any way we can.

Do you know of any other Desktop enviorment that supports it or should I go back to Windows?
If I do go back to Windows is there a way to modify Windows to make the language Mongolian?
To my knowledge, none of the Linux desktop environments support Mongolian (at least a usable amount of translations).
If you have a reach among the Mongolian user groups, it would be really nice to support Mongolian in KDE and Qt. A community effort would be great.
To my knowledge Microsoft pays to translate Windows in all the languages Windows is supported. I never have seen any way to create such packages on our own. But let’s say there is a community that created a tool to modify language packages, I’m sure it is much more complicated and worse experience to get everything working there compared to any community driven DE on Linux.
Even if it is not KDE (which really wants to support you as you can read), you will have a better time on any Linux community than trying it on your own without any support on Windows.
That is also the reason open source projects often support more languages than proprietary projects, but only as much as people exist that translate things into their native languages.
Strong agree with @ngraham here. If you can help us get Plasma into Monogolian, that would be massive for us. Usually this is all it takes: one person with an itch to scratch. If you can convince a couple of your friends, would do our best to support you.
Today RPm repos have many packs for different Libreoffice Localizations,so for adding mongolian libreoffice language,just install package sudo dnf install libreoffice-langpack-mn
and select mongolian localization in the Libreoffice Preferences.i had the same situations with Ukrainian localization in Fedoa/Mint and adding new package was helped me.WIsh you success! @Narantuyaa77 , do you know some other languages,expect mongolian and english?

Yes, is it works?
I’m not the person who needs the language, but it’s listed on apt in Debian, should work (if translation is full featured).
