I have exactly the same problem, but only within the Vivaldi browser window.

Just to check, are you seeing that X cursor whenever it’s over those windows, or just when opening a menu like in those screenshots?
Perhaps this is an occurrence of something that was observed in a bug report a while back, although never fully detailed out and confirmed: 487267 – Mouse cursor changes to an "X" when moving mouse to edge trigger, or opening certain menus in applications
I wonder if it is for something running under xwayland?
Synaptic sounds like one of those.
I noticed the other day that I would get that X cursor, but only when right-clicking. The I noted it was only doing this in Chrome. Not Firefox or Chromium, or other applications I had tried.
I recently nuked my Chrome profile for various reasons, and never went to chrome://flags/ and set Preferred Ozone platform from ‘default’ to ‘wayland’.
I see Audacity also does this (native Ubuntu packaging). That’s about it for my older apps that have right-click actions available.

Hello ! I found my arrow pointer again by switching back to X11.
[RESOLVED]Pointers are now correct everywhere with wayland.
