Night Color not working until color temperature is changed

I have night color set to always on, but after booting, night color is not active. Opening night color on systems settings and adjusting the temperature slider to a different value and clicking apply causes night color to activate. This has been occurring on both Kubuntu and Fedora KDE for months.
