Something strange started happening today. Notifications won’t disappear. I have to close them manually. Doesn’t matter what the notifications are for… completed downloads, moving files, all notifications seem affected.
This is happening on two different rigs, 2 different distros. CachyOS on a laptop, and EndeavourOS on my PC. So it doesn’t seem to be a distro issue. Must be KDE Plasma itself.

I also encounter this issue when extracting archives (.rar) directly from Dolphin’s context menu. The timeout bar drains to the left, but the notification remains open.
If it’s intermittent and you’re seeing a different set of symptoms, you’re encountering a different issue with a different root cause. The OP’s issue is the one I mentioned.
Same here, and at the same time disabling notifications / DND mode does not seem to be working for me either.
It doesn’t seem possible to stop notifications from appearing at all, no matter the settings. Not sure if this is related to the Qt Update as well or if I’m being stupid, but I hope we can find a workaround before this drives me crazy.
Maybe this’ll be a good opportunity to fix the notification for when one removes a widget, cause just like any other notification they should automatically close after the amount of time the user set and not just stay open til the user closes them.
