In any linux distro I have been through it seems that num lock is not on by default during lock screen. If not on by default I think it there should be an option switch which we can toggle to always use num lock when in lockscreen. Like windows does.
In my lock screen Num Lock is on, there’s a setting in System Settings to enable it (and I believe it’s on by default):
If you meant the login screen, then it depends on which one you use.
I use SDDM on Fedora and there’s a file /etc/sddm.conf.d/kde_settings.conf that says, among other things:
[General]
Numlock=on
That file is named kde_settings.conf
because I copied my settings from System Settings but you can add your own file in /etc/sddm.conf.d/
with that setting or even edit /etc/sddm.conf
.
After a reboot Num Lock should be on everywhere.
