but it is an annoying thing I face almost daily
When dolphin has saved tabs opening a folder from a widget or by another application ( like when ark finished extraction) opens a new dolphin window that has all the tabs of the previous session.
I did a short demo with current kde neon user edition live in virtualbox
Proposal:
open a new dolphin window without the saved tabs
a: I really like the saved tabs feature, just not that some other action/program opens a new WINDOW with all the tabs again
b: I was also mentioning this as the default behavior. As is shown in the my demo on a clean KDE Neon
So, if I understand you correctly, you want similar behaviour to Kate: if you open Kate from the menu/taskbar icon/krunner it opens your last saved session.
But if you click, say, on a .txt file in Dolphin, Kate opens with only that file.
And if you later open Kate via your regular means, it will still open with your last saved session, not the file you opened from Dolphin.

I work with one dolphin window that has tabs. The tabs are saved and reopened during sessions.
I like that.
The problem is only when some applet (e.g. usb drive notification ) promts to open the drive it gets opened in a NEW window that also has all of the saved tabs.
I would prefer tho have it opened as a tab in my current dolphin window or second preference a new empty dolphin window.

BTW, that’s also basically the behaviour of Kate: if there’s an open instance with tabs, a new tab gets opened, else a new window with only the file you opened.

I would also wish that dolphin, Konsole and Okular always use tabs instead of Windows. Windows are horrible
This can be configured in:
Configure Dolphin… → Startup → General → Open new folders in tabs
I do agree with the original comment though that opening all the tabs of the other window when a new window is opened this way seems odd. On the other hand this current behaviour makes it less likely that one would lose all the tabs by closing the open windows in the wrong order. The window that is closed last will be restored after all. Better session management and a save system that also remembers which windows have been closed in the past would solve that though.
