Performance has tanked in 3D

Recent updates have resulted in ever growing performance issues with 3D apps like Steam, or when using wine. For example, I have been using a 3D ray tracing benchmark EZBench to map RT performance over time, and after recent updates, performance has plummeted 30% (going from a score of 3000 to 2200). Quake 2 RTX is also down about 30%. I do not typically use RT in games, so its not a big deal for me, but it is a problem.

Vulkan performance in particular seems to be problematic, but it also seems that it is the “2D components” of some 3D apps that really tank, with screen load times that can be 30 seconds or more, when they used to be only 4 or 5. Older OGL benchmarks seem to be unchanged.

In an attempt to alleviate the issue, I upgraded my NV driver from 535 to 545, but that had no effect (I did not expect it to as the driver for an older 1080 is likely unchanged between packages). My feeling is this is a kernel or MESA related problem.

I am using Neon with dual GPUs (a GTX 1080 as primary, and a gtx 970 as a display port and CUDA extension). As far as I can tell, I have no hardware related issues.
