I upgraded a recent 6.2 neon install and now I can’t login. I’ve re-installed several times, did the upgrade again, same result, Oh, and don’t let the screen lock activate.
Plasma 6.3 only misbehaves on my Dell XPS-13 Plus, works fine on several other systems. YMMV

I updated my neon user system to plasma 6.3 yesterday using X11 and everthing looks fine (so far). What problems are you having?
Re-reading the OP - apparently even a clean install won’t upgrade.
Some errors needed here… it’s looking very specific to the Dell XPS-13 Plus…
Lots of issues everywhere, I’ve seen some folks having issues with EOs and Arch, though happily Manjaro isn’t upgrading it’s Testing branch yet to 6.3 until the dust settles.
Apparently missed Debian, the packages in unstable work perfectly. Not one single problem in the entire day since installing them. If I did not know the difference I would swear I am still using the 6.2.5 packages. Now if only they would update the QT 6.8.2 packages in experimental to allow them to install it would be perfection.
OP states that this ONLY applies to one specific piece of hardware.
I switched to another tty, and grabbed the dmesg. I also ran pkcon update while here. I see a trace in it, but no errors pointing to why I can’t login. I enter my password with either the real keyboard OR the virtual keyboard, but Enter doesn’t go forward.
I’ll post the dmesg here, in case anyone can figure out why a trace happened.

Exactly the same for me.
I had to switch back from Wayland to X11.
Now I can access, but a lot of trouble, e.g. 2nd monitor is not recognized.
