Primarily an issue with Wayland Plasma, but there does seem to be an uptick in comments about bugs since the latest update.
Using icons which respect the colour scheme (Breeze, Klassy) I see icons in Dolphin change according to the current highlight as the wallpaper changes every now and then (slideshow).
Desktop icons do not change colour at all. In addition, I created a folder - called Tidy - and gave it a custom wooden box icon which also resets to a standard breeze/klassy icon with blue colourā¦ regardless of the wallpaper.
I can trigger this reset by powering off my monitor and then powering on again - desktop icons (and positions) are reset.
I can refresh it by context menu>Properties without actually changing anything.
However, a newly created folder on the desktop is, and remains, blue.

Opening Properties on the Tidy folder, then exiting the dialog corrects the custom icon display, but still ignoring the colour Hint:
These issues also remain if I log in to a fresh User, and also if I reset
mv ~/.config/plasma-org.kde.plasma.desktop-appletsrc ~/.config/plasma-org.kde.plasma.desktop-appletsrc-BUG
and kill/restart plasmashell with āprestartā command via krunner:
~/.local/bin/prestart
