I’ve been using Okular on Windows for a while now. It has replaced Adobe Acrobat for me. I recently noticed that the print menu in Okular for Windows looks WAYYYY to old. It also lacks way too many features. I would suggest initially implementing Firefox’s or Chromium’s print menu and then implementing your print menu design which suits KDE’s design, is modern and filled with features.

It’s quite bad, yes. However it comes from Qt, which means changing it is a Qt project, not a KDE project.
Of course KDE contributors can contribute to Qt too.

Sure, anything’s possible.
However the reason why it’s in a fairly crusty state is likely because there are few people in Qt looking at printing. So suggesting improvements to them is not likely to produce rapid changes, as the underlying reason why the current dated dialog sticks around for a long period of time will not have been solved.
