After sleep Bluetooth disappears in Panel and settings. sudo systemctl restart bluetooth gives no errors but it still is not there.
I hate to have to do hard resets everytime but that seems to alleviate the problem.

have you found anything in the logs to indicate why it is failing?
this is the built in bluetooth on the m/b?
What is probably happening is that the Bluetooth kernel module, is not being reloaded upon resume. Or bluetoothctl can’t properly restart. This sort of thing can happen on some systems, and not specifically bluetooth. There are ways to safely unload or turn off a device before sleep, and then restart it on resume.
This may be more distro-specific, but something like this might be worth investigating:
