I just checked on my own system, and I do still see this bug with Recent Files when used from the Open File dialog box (it does work OK in Dolphin, though).
For what it’s worth, the Fedora 41 upgrade is likely still worth it though, in my personal opinion as a Fedora user, for the benefits of dnf5 and to be generally closer to current upstream software
