Reporting bugs true link on the desktop

I have reported several errors regarding the link placed on the desktop (bug…). Now I am receiving a message stating that I should report errors in the “invent.kde.org” section. What is the purpose of this message? (See copy below). Why should I not report an error under “Bugs”?

To report issues in the KDE Linux operating system itself (i.e. OS design,
integration, system services, etc), use invent.kde.org, and ignore the scary
red banner at the top of the page.

This is because many parts of KDE Linux do not involve KDE software at all, and at this stage in its development, such non-KDE bugs are better directed to where the OS developers will see them much more easily.

This message is also stated on the Wiki pages.

And yes, Invent is a bit more complicated than the bugzilla, at first glance.
