Restart required on utilities update

Hi guys, I’m new to KDE Neon and I have a question about it’s behavior.

Is it expected, that Discover, after update of packages, which are not part of running daemons/processes/shared dynamic libraries/kernel, requires system restart “to complete update process”?
Eg.:

I’m using KDE neon User Edition, and have LUKS-encrypted root and swap partition.

OS details:
Operating System: KDE neon 6.0
KDE Plasma Version: 6.1.4
KDE Frameworks Version: 6.5.0
Qt Version: 6.7.2
Kernel Version: 6.8.0-40-generic (64-bit)
Graphics Platform: Wayland

EDIT:
Checked /var/log/dpkg.log after restart and the upgraded packages in example were:
vim
vim-tiny
vim-runtime
xxd
vim-common

Are any elements of these packages invoked as sub-processes/libraries of any enabled-by-default daemons or auto-started processes of KDE Neon and really require system restart?

You have Offline Updates enabled in System Settings (which is the default setting in neon). This applies all apt-based updates after a reboot to a low level state, so that there aren’t any issues, crashes, or conflicts from the currently running system and desktop libraries and the new ones being installed.

You can of course disable this is desired.
