At the moment, Okular only accept left-to-right document order. This proposal is about adding right-to-left document viewing that commonly found in Japanese book format.

Turns out this feature does exist, but deep in configuration.
I suggest to surface this option in View Mode, as it will help multi-language user to easily change setting based on currently-used document.
