Are you talking about the menu button, far left on the panel?
If so, you can change the icon in that button:
- right-click the button
- select Configure Application launcher
- click on the icon and select a new one, either from KDE or search on your hard disk.
Sorry, you didn’t understand. I talk about logo screen before login. There’s logo KDE Neon User Edition on black screen. So i would like to put this logo in bottom.
I have no idea how KDE Neon goes about it, so unfortunately I can’t help you solve your problem, but I can help point you in the right direction. The term you are searching for is “splash screen.”

I think you’re talking about the boot splash screen, as in what is shown in this link: https://linuxconfig.org/setup-bootsplash-on-debian-grub-silent-or-verbose-boot-mode
There is an option in system settings under appearance and style for boot splash screen. But I have not tried any of the alternatives supplied on my system; your distribution may be different. The link I provided above though, does tell you how to change it.

I tried a variety of them on a lark and none of them worked as expected and just slowed things down. I use “none” which is what gives you the line the OP is talking about. Given its only on my screen for a microsecond anyway, I am not sure why it is a concern for the OP, but to each his own I guess.
