Updated to new version yesterday and now I’m noticing this.
Feels like each scroll rolls only half the lines as before, and for me this is not good and annoying and tiresome.
Was it changed or is only here?

You can make mouse scroll speed faster from System Settings → Mouse → Select your mouse device → Scrolling Speed
I set mine to this value and it’s been rather nice.
Edit: meant this as potential workaround, I do not know of the original reasoning
I came here to ask about the same thing. Dolphin definitely has a slower scroll speed than it used to.
I don’t think fixing this with the system settings is the right answer, as that would make every other application scroll too fast.
Is there a reason the speed was reduced?
There was a bug which double-applied the scroll speed, so doubling the scroll speed setting would quadruple the scroll speed in Dolphin. This was fixed which reduced the scroll speed. Now developers are discussing how fast scrolling should be between applications.
