Some panel settings are tied to system-wide configurations. This can be limiting for those who want to customize their panel behavior independently. I think this is especially a problem to people who used other Panels/Docks before, like latte-dock.
Two examples:
Panel show/hide animation speed: Currently linked to system-wide animation settings. Many users prefer instant panel visibility while keeping other desktop animations. This option is configurable in almost all other systems/docks. From Windows, macOS, Latte-dock, etc. and are not tied to overall animations.
Panel transparency: Tied to the system theme. Many users don’t want a panel background, but don’t want to be forced to use some “glass” theme because of this.
Proposal: Introduce separate configurations for panel-specific settings, allowing users to customize panel behavior without affecting the overall Plasma desktop. Latte-Dock had a lot of useful settings which are missing in the Plasma Panel.
Do you agree that panel settings should be more independent? What other panel settings would benefit from separation?
Here are some bug reports, relevant to this topic. I hope we can have discussion about this here.

I was just about to open a topic on this subject. It would be great if the part where the applications are located is completely transparent, but it is also a problem for the other parts to be transparent, so panels and tool sets should have their own opacity setting for their own background. It would be perfect if the opacity in active and deactive states can also be adjusted. What I mean by active and deactive is clicking on it
Please note that I very much want these preferences tied to the system configuration. However, I do understand your desire for this. Unfortunately, without a more generally federated configuration system like PrefEdit Help, this necessitates some work to implement on KDE’s behalf for little benefit.
