Any ideas? Maybe there’s something lower-level than the GUI which will simply stop this from happening? I am fine without it if that also works.

@ngraham yes, originally the Virtual Keyboard stopped me from using number keyboard shortcuts to change tools in Okular, something which I use all the time, so I would always have to set this to None: now I see it’s working though, so I think a patch arrived in one of my upgrades never mind it happened again lol.

These were copied after I had set Virtual Keyboard to “None” in the KCM during the same user session - so maybe the problem somehow is that ~/.config/kwinrc still shows VirtualKeyboardEnabled=true?
After some investigation today, it turns out to be https://bugs.kde.org/show_bug.cgi?id=519481; the same issue affecting Kubuntu 26.04 for people trying to turn off Wobbly Windows (though why would you want to?!).
happily, there are two proposed patches that fix it; I expect one to be merged soon enough.
