When the external monitor is set above the laptop screen, taskmanager will not autohide.
It works normally when the external monitor is set to the side. see screenshots

I haven’t looked for a bug report or anything but I just tested it in the newest development version of Plasma by arranging my primary screen above the other and placing an autohiding panel on its bottom end. Autohiding works as intended there.
It’s possible that you will receive this fix with 6.4 soon.

Hi - does this same issue occur in a Wayland session? If not, then it’s likely the issue that was reported here, and isn’t readily fixable in X11: 351175 – "Auto-Hide" mode does not work when panel is on an edge between two screens
