Whe timeline cursor has moved over clips, it doesn’t snap to start/end border of clips. But clips are snapping well to timeline cursor.
How are you trying to move it? You need to use <Alt>-arrow to move between snap points. See the ‘move to previous/next snap point’ keyboard shortcut options.
