The persistent apps are stuck on the first configuration after upgrading plasma 6.1. How do I turn it off or clear it?

try setting your desktop session to start with an empty session and also delete your `~/.cache folder.
then check your autostart settings to make sure the apps are not listed there.
that should get you a clean desktop on your next boot
