you can implement it yourself by making a desktop entry for spectacle -E
that way you can choose Spectacl(E) from the context menu using the open with… option.
or if you into settings > file associations and move it to the top then it will become your default image viewer (annotator)
you also might like to look at nomacs or gthumb for your easy image viewing tasks.
