Was this cursor change intentional?

I’ve tried out plasma 6.1 and 6.1.1 on Neon using a live usb, and I’ve noticed that the cursor used when dragging a window has changed from the cross to a grabbing hand. However, I haven’t seen this change in the release announcement. So is this an intentional change or should I report it as a bug?

This change was not listed in the official release notes, but is has been mentioned by @ngraham in his This Week on KDE series and it detailed in this bug report: 483305 – When moving windows, the "all-scroll" cursor is used instead of "move".
