Windows does something similar by rebooting when you press shift to a recovery menu.

I know this isn’t exactly the same, but I just tried making a new menu item and it does get you there. You can even set a keyboard shortcut on the advanced tab. Or click the entry on the Start Menu entry.

I would recommend looking into custom theming for that. It’s not something I’ve really dove into, but I have identified parts of my default themes files that seem to affect this.
It would be somewhat involved and it seems like you’ll need to know about QML etc…
sddm is what you are looking to research. Find the settings below. You might find a theme that has this already. I wouldn’t necessarily get your hopes up though. I didn’t have time to look around. Maybe later? Anyway, start here:
