included already in the package tuned
that is installed by default in many distros and which does the job already, imo resources should be allocated elsewhere than to this, but hey if someone finds that proposition worthy (as a kcm most probably) be my guest.
Maybe you can kick start this by getting involved yourself:
I suspect part of the catch is - if I understand the basics correctly, at least - a lot of folks who need the extra power and specificity of tuned are probably using scripts to edit config files to manage it, while the folks who don’t need that specificity are probably well-served by things like Fedora’s approach?
