In the Institutions, Budget Items, and Accounts sections, white fields are displayed between the columns with information.

Do you mean as in this image? If so, I don’t see them in the Institutions, but I do in Accounts.

Please follow the instructions on this post. Although, they are meant to avoid a crash, I suspect the local settings file to be the cause of your problem.
