Why is this notification spam still a thing and where do I report this?

I get a bunch of reboot notification spam from “System Notification Helper” in addition to Discover’s “Computer needs to restart” notification which works properly.

I would like to know what package is responsible for this nonsense and where to report this if it isn’t a KDE problem.
I’m running Kubuntu 24.04.2.

have you tried configuring the notifications for discover to not display popups?

This is not related to Discover and I’m not looking for a way to disable this.
Settings to disable this notification is in “System Settings > Other Notifications”:

I wanted to know if this particular notification is maintained by KDE (or downstream Ubuntu?) and where to report it.
