I would like to change Meta + Right click to Alt + Right click for the purposes of resizing windows. I would also like to be able to use Alt + Left click instead of Meta + Left click to move windows. Is this currently possible with KDE Plasma?

It is!
Written directions:
- Open system settings
- Search for window behavior
- in window behavior, select window actions tab
- in “Inner Window, Titlebar and Frame Actions” panel you can switch modifier key to Meta or Alt
