I encountered window title bars disappearing sometimes after login to my account. The issue does not always happen, but it is quite often. I tried to open several different applications, but the window title bars for all of them disappeared.

Could you please clarify where “the desktop” is?
The context-sensitive menu of title bars does not have the action you said, but there is an action called “No Border” as shown below. After turning it on, the title bar disappears. I can still turn it off by using ALT+F3 to show the context-sensitive menu and deselect the action.
However, the “No Border” action only affects the associated window. In my case, the title bars disappeared for all the windows I opened.
by that i mean literally click on the background image of the desktop (so that no window has focus, but rather the desktop does) and start typing.
this will bring up krunner which is a powerful search tool you can use to find all sorts of things
for instance you can type “about” and under the system setting result you can copy to the clipboard all the relevant facts about your plasma install, like this
maybe because you are using an older version of plasma, you don’t have the same menu as me… mine says “No title bar and frame” and since i got to that menu from the title bar, it’s not clear how to get it back.
