To protect the community on discuss, we sometimes prevent user posting and can ban their IP to avoid them flooding us under tons of posts.

That means that you have not got a fixed IP, and can sometimes be assigned an IP previously used nefariously by someone else, so that IP can be blocked because of that previous user.
It is even more true if you use a VPN or TOR since you share your IP (as seen by this site) with other users , and from my experience as a forum admin elsewhere, abusive behavior is usually done via VPN or TOR).

They mean does your ISP give you a new IP address when you reconnect or reboot your routers? These are usually handed out via DHCP, sometimes leases expire, you get a new IP, but tend to remain sticky to your MAC address on your internet port.
If nothing else, assuming your firewall/router is capable, change the MAC address of your internet-facing port (even changing simply the last digit should work), that should force your ISP to change your IP address to something else, preferably one that didn’t anger the internet against them to block them.
If it still persists with a different IP address, your entire ISP might have been blacklisted as unresponsive to abuse. This has been known to happen, might be time to consider your options for connectivity if so.

Bad actors also change IP, so we can re-allow IPs a while after they have be banned.
